People like dramatic 'eureka' moments, the incremental steps that make up 99.999% of solid science (and go into making eureka moments behind the scenes) don't thrill them. NASA wanted funding so they promised one of the biggest eureka's possible: eureka!: alien life. In my opinion this was a quick fix that will be coming back to bite them on the arse, and probably already is.
