In the SF novel Red Planet
The author had the characters who worked and live on Phobos stay in
some kind of enclosure that moved around the moon for artificial
gravity. I cannot remember the details, however, but I don't think the
author would have put it in without it being somehow plausible, based
on the rest of his meticulous research in the novel.
