If we aren't going to do anything with the Manned program I agree. We could see the equivalent of the Mars robotic program for Europa, Titan, and Enceladus as well as orbiters for Uranus and Neptune. However, I strongly believe the manned program should be doing something. People are far more productive and flexible than robots except for predefined repetitive tasks. If they weren't our workforce would already be completely robotic.
