Why not provide health care to all?
Because it doesn't work. I could do pages on the reasons why, and have. You have to go over each assumption in turn.
I'll do just one: Police services and fire services can be supplied without breaking the bank because only a small fraction of the population needs police help or fires put out. How many house fires occur in a city in a year? How many surgeries?
"Everyone can have all their needs met for free, and it will all be paid for by bad people nobody likes."
Until we can pry that toxic fantasy out of our society, we are going to be in constant danger.
