I think it is okay to try things that may turn out to be bad ideas.
We amended the Constitution to prohibit alcohol and then we repealed it. My god what could be harder than that?
Detractors always say oh nooo we can't do that we would be stuck with it until it destroys us. If I'm King, I try universal health care and if it doesn't work out, I get rid of it and try something else. The universal health care question would be settled once and for all.
Nobody wants Prohibition again.
