Where you really see the disparity with Rasmussen is when you go way down the list. Just look for red numbers and they will almost always be Rasmussen. Go back to the first year of Obama and you'll see the numbers will be WAY lower than all the other polls.
Yes, clearly they are lumping "not sure," "no opinion" or "don't know" into "disapprove"
