Who do you trust?
When it comes down to it, any organization is going to have some form of self-interest, even if it's just on behalf of the organization itself. Pournelle's Iron Law of Bureaucracy applies to both government and private organizations.
So who can you trust with anything? Regulators end up in the pockets of the regulated. Government representatives sell out to the highest bidder.
Whose motives do you trust? Is greed any less of a sin than power lust? God knows millions more through history have died at the altar of the latter than the former, although there's quite an overlap in some cases. Is a bureaucracy's self interest any less poisonous than that of a business?
