Good question. It might be too late. The niches have been long filled by state monopolies, and it's damn hard to pry loose from that situation once you've fallen into it. A private watchdog group that showed how the state regulators were screwing up might be able to start the ball rolling, but I'm not holding my breath.
I've been personally convinced for many years that a truly free society would probably have to start from scratch somewhere else at this point. Kind of like the U.S. got started in the first place. It's one reason I developed an interest in space colonization.
I'm not sure how Underwriters Labs carved out a weird space where nobody with any sense buys an appliance without that stamp on it, and yet government regulation covers the rest of the field like a blanket. I'm also not sure why nobody else got into that business.
