The transport mechanism would be the atmosphere.

One would hope so. But predicting the weather is a tricky business. Considering all the arguing about climate models, people don't much agree about weather trends, either.

In the long run, it may make more sense to just put the water where we want it to go. That will be at the heart of the next round of global hostilities.
