Agreed, but just because it outgasses the particles doesn't mean they are lost. The water or ice is simply sublimated and forms the ice crystals you see which never move too very far away from the comet. A few million miles being considered close in terms of space distances. The comet, or perhaps you could call the comet and the Ice and dust cloud that surrounds it an orbiting "cluster" of matter doen't dissipate. It just becomes a larger and larger fog bank.
