Statistically speaking, it is much more likely we will be hit by a "city buster" rock long before some kind of "continent buster" hits us. When that happens, we will be spending all the money we need to keep more rocks from hitting us. Result: human race saved.
That being said, the argument over Mars vs. lunar observation posts is not really immediately pertinent. What is needed right now is funding to bolster current ground-based observation programs, and it would not take a lot of money (compared to other NASA programs) to improve our ground-based observations considerably--certainly not enough money to threaten larger programs. If I have seriously underestimated the costs of a ground-based program, let me know.
Hopefully, it won't take the aforementioned "wake up call" to get this funding going.
