The suffering of the Iraqi people is the fault of Saddam, but the problem is : because they are so weak, they cannot stand up against Saddam, they cannot fight him. Starving the Iraqis does HELP keep Saddam in power because they can't fight back and because the Iraqi people feel resentment towards us, for their starving, and thus rally behind their chief.

* Wonder where Saddam learned that tactic from? [sarcasm]
