"Got that right, Bowser. The news out of Iraq is mostly positive, and what few
negatives are reported are about things like equipment tagged one place four
years ago, now no longer there. Totally minor, and to be expected after so much
time has passed."

Your first mistake was to assume that Bowser could get anything right. Look, the inspection is just getting warmed up. Saddam has said he has no weapons of mass destruction. Does that satisfy you?
Is that good news? After Saddam has given the offical answer, then the inspector can stop rehearshing and get down to business. Which is to verify Saddam claims regarding any possession of weapons of mass destruction.
And does "he noted that Saddam’s regime has recently fired upon American and British pilots patrolling no-fly zones over Iraq..." mean anything else other than Bush mentioned this fact. Does it mean he made some "Big Deal about it".
No, it means he noted it.
