"All big problems have to be broken down into manageable steps". I believe getting to the stars is our nearly universal goal on this board. The disagreement is on the path. For any intermediate step to lead to the stars it needs to be a truly supporting step or one of significant progress. Two key paths to me are commercial use of space requiring human presence and self sustaining colonies. Both assure a long term human commitment to space which can serve as a foundation for futher advancement. We need CATS for the first and it would help the second so CATS should be on everyones list of priorities. When it comes to a permanent colony Mars seems to be the best bet. I also think a successful colony is more of a long term gaurantee than space business because discoveries on Earth can always outdate any business model relying on space.
Some of the steps listed in the bill are not key progress or self sustaining progress.
Just because you quoted a line does not mean you applied it by the way. Your tunnel vision comment is a good one though. I'm not sure off hand how to minimize that risk, but I do think the reverse problem of lack of focus has proven even more detrimental to our progress over the last 30 years.

Mark
