It's the baby steps...preferably many of them over many years...that translate into lots of money for NASA facilities and many fat, juicy NASA contracts. Maybe you noticed that the Johnson Space Center is in his district.

Building something next year hardly employs ANY NASA bureaucrats and engineers.
