Quote from the bills sponsor: "This legislation sets forth specific incremental goals that are challenging, exciting and that build capabilities and infrastructure needed for an ultimate human mission to Mars." The final step in his baby step plan is Mars. Did your blinders prevent you from reading that?
That his ultimate goal is Mars is obvious to anyone but you. On the other hand there is nothing in the bill's language quoted at the link that indicates a search for NEOs or comets is mandated. There are plenty of asteroids already known capable of meeting the bills requirements.
Make it a little more challenging next time please. It might help if you do some research and actually read all the NEO reports available online and actually read the articles others supply links to before bloating up and spewing your usual.
