Note carefully Mark's complete inability to perceive the obvious

As is usual for Mark and many other Mars Nuts, there is this rather complete mental discontinuity.

The proposed legislation clearly instructs NASA management that understanding asteroids and comets, and finding them, are NASA's top research priority for its manned space effort, and that Mars is not.
