Lets say that Nasa does develop a fairly cheap way to Earth orbit, and then develops a reliable and robust craft capable of carrying large payloads and personnel to any location within the inner solar system. These systems could be rented out to private customers wishing to venture out into the high frontier. The customers could build and test their own modules for setting up bases and pay for any extra space on an outbound Nasa spacecraft to carry them to their destination of choice. In time a large private network of stations and bases would be established, with the revenue being used to build more transport craft.
Of course this would mean that Nasa would have to be allowed to make a profit. But considering that the government is highly unlikely to allow private ownership of nuclear powered spacecraft, I don't see any alternative.
