Yes I know NASA does "blow money on poorly conceived and wasteful programs." but let's not plan or mandate that it to do that. All human endevours include waste and mistakes. One of the keys to minimizing it is begin with the end in mind. Since NASA has had no clear big goal for quite some time it has wasted a lot of money in the manned program.
