This Is The Problem When You Have Politicians Set Technical Goals

His stated ultimate goal is Mars yet some of his intermediate steps have little to no value in reaching Mars. Case in point the lunar orbit to linar surface step. 1) We've done that. 2) aerobraking would be used on Mars and this goal is useless as a testing protocol for a Mars mission. The overall goal also suffers from taking baby steps when the full 100 yard dash is within reach in the time period for his first baby step.
