Anyone who is convinced rebuilding Iraq is already a failure
Seems likely to have wanted it to be a failure from the get go.
Iraq has been through three major wars, 28+ years of baathist looting, and post war turmoil.
Iraq has tens of thousands of Iraqi police, Iraqis running every domestic ministry, services being restored across the country, hospitals opening, food being delivered, schools teaching, etc.
To say that the effort is a failure after less than three months is a joke on its face.
