While I question the Bush administrations diplomatic skill I strongly feel that France was not going to allow effective enforcement of sanctions under any circumstances. They're refusal to endorse force under any circumstances in the face of obvious evidence that is the only thing that would work indicates bad faith. When individual veto powers are not willing to enforce their own resolutions the UN becomes useless and irrelevant. I strongly favored going to the UN, but lost faith in the process when it became clear there were those on the council who were determined to undermine the sanctions and inspections in Iraq. In the end the US can not and should not pass off responsibility for its security on the UN. I believe the Bush admin made an honest if inept attempt to get world support that France and Russia stymied out of self interest.
