Let's pretend it's really that high a percentage...

I see several possibilities; there are more

(1) Insuffcient data to identify (most likely)
(2) Overactive imagination of wack jobs (my favorite)
(3) Pranks, by folks like p
(4) Fraud by deluded true believers
