Sorry for being unclear. They have to say, as individual nations, that they would support and participate overt action against Iran's present government.

I would not trust the present government of Iran as far as I could throw them. Nevertheless, we cannot change the world by ourselves. Neither can we change some other nation's way of life for them. They have to want it for themselves, badly enough to work for it. Badly enough to fight for it.

It's a messy way to do things, but magic doesn't work.
