If no crime took place, Mr. Foley has merely sexually harassed an employee.
That usually gets a person fired. He's resigned, so he's saved himself being censured by his peers or being fired at the polls by the people.
What would the page be guilty of? Flirting? That would only be the case if he initiated the exchange, and even if he did, Mr. Foley, as the adult, still retains the responsibility to act like one.
The only crime that a page in that position might be guilty of is blackmail, which has never been suggested. Find me the money.
