I was actually referring to the northern/southern hemisphere disparity rather than global warming as a whole, but anyway...
As you know, I agree wholeheartedly with you about nuclear power. If the artifical barriers were removed and a good PR campaign mounted, I think nuclear has great potential to change a lot of things, including as you say telling the Saudis et al to go back to riding their camels - oil no longer needed. I've contacted both my Provincial and Federal government representatives to express my opinion about nuclear - Provincial is still looking at coal plants sadly, Federal is at least starting to talk about nuclear, a big turn around.
I think that reducing output of greenhouse gases is also a good thing for many reasons. I think that the west could lead the way for other parts of the world to look at cleaning up their acts, too, though it will be tough for places like China and India to meet their power needs without coal (I saw somewhere, don't know if it's correct, that China is bringing a new coal fired plant online every 10 days).
I think that the massive carbon fuel consumption is responsible for much of global warming, but maybe we can agree to disagree on this and concentrate on all the other benefits to reducing CO2 emissions.
I think encouaging efficiency and conservation - gently, as you say - could help in a number of ways, too. If the general public could be persuaded that they are helping the future by turning their thermostats down a bit in the winter and up a bit in the summer, enough might do it to make an incremental difference - and every increment helps. I think the media and the entertainment industries could help in this regard.
But can you agree to this: the petroleum/coal/natural gas industries and all their support industries don't really want consumers to cut down on the use of their products, whether by more efficient cars or conservation or getting their electricity from nuclear power plants.

- I still don't see why it's temperature dependent. (n/t)
- 'Heavy' water molecules will evaporate from the ocean at a different rate than light ones
- R.L. That makes sense; however, is that truely indicative of "global" tempatures or just "polar region" tempatures?
- A pretty good article at Wikipedia
- There are also small chemical differences in how differing isotopic water compositions react
- I knew that. I was just too dumb to think of it. (n/t)
