Handgun sales have to go through a licensed dealer. This is Federal law.

Long guns are different.

Buying long guns in PA requires state paperwork only recording the transfer. Buying handguns requires Federal paperwork as well.

If I have a handgun I want to sell to my neighbor, I have to find a dealer to broker the deal. Anything else is illegal.
