If we're placing bets...

I'll bet "dark matter" will turn out to be a faulty kludge (the available visible matter was insufficient to match rotation curves gravitationally; hence DM was magically placed wherever convenient). Scientists aren't sure of the mechanism of that yet either.

Slight excursion, since you asked, sort of...

As to an ES mechanism, if you're asking in earnest, the best best on that side of the fence are akin to Birkeland's terella experiments and/or a Faraday motor (possibly a combination of the two). But, that's neither here nor there. It's certainly not "settled" science, by any stretch. Even the scientists who discuss it theoretically acknowledge that the Electric Star hypothesis is the most speculative part of the EU theory. *Shrug*

Anyway, pardon the excusion...

Today, I'm really just interested in the very basics. E & M, so-to-speak (of the Maxwellian / Ampèrian / Gaussian type as opposed to the Einsteinian E and M). What makes E & M tick; how do they relate, one-to-the-other? Can information about one, give us information about the other?
