It's an experiment.
At the end, this is the final exchange between the "angels":
Gaius: "Does all this have to happen again?"
Caprica: "This time, I bet no."
Gaius: "I've never known you to play the optimist. Why the change of heart?"
Caprica: "Mathematics. Law of Averages. Let a complex system repeat itself eventually something surprising might occur. That too is in God's plan."
Gaius: "You know He doesn't like that name."
Silly, silly me..."
So God is playing dice with the universe...sort of. Seed a planet, watch it grow. Take the seeds, plant them again. Repeat tweeking starting conditions just to see what happens.
In a way, this can be applied to the series as a whole. It started as a crappy show. Take the characters and the basic plot and start over, and something surprising occured.
