None of my German relatives have AC and none of them would qualify as anything below upper middle class. The problem is Europe is older. A building made after 1940 is a NEW building. In the US AC didn't dominate until the sixties and seventies and around 1950 in the deserts and hotter climes like Florida.
In Europe where it is generally colder than warmer AC hasn't yet taken hold. Cell phones yes, AC - no.
That the old buildings are not easy to retrofit for central AC is another factor. So that leaves the unsightly and sometimes dangerous window mounted AC units.
In Frankfurt the hospital I visited didn't have AC. And Frankfurt is the financial heart of Europe! Neither did the one in Hamburg.
And don't get me started on the drink prices. Or get this - in Frankfurt, your trash is put out in tiny little plastic sacks - scarcely larger than one you might find at a grocery checkout. You have an alloted amount per month, making the typical US trash barrel seem huge. Sure you can pay a price for each extra small sack you put out, and have it picked up but it's not cheap. I understand - it's a smaller country. It's California with East Germans and a sense of entitlement and Turkish guest workers in lieu of Mexican illegal immigrants.
Bottom line - the socialist system is never as cheap as advertised. And wherever wealth is generated - looters and socialists soon seek to strip that wealth from the producers.
