Here in California, I get one barrel for trash--how big that is depends on how much I want to pay each month. I've got a big one. Extra bags are 5 bucks each, and you can buy a stickon tag at the grocery stores. I imagine this system was instituted when too many "tragedy of the commons" dickheads abused an unlimited privilege, which is the inevitable result of such things.
On the other hand, if I can get it into the barrel, they'll take it.
There's a recycle bin with two sides, one for paper, and one for cans/bottles/etc. Again, extra costs more, but if you break down cardboard boxes, they will take them if they're next to the bin.
There's a third bin for garden waste. It's pretty big, too.
This all costs me about 50 bucks a month, which probably isn't bad (I do have the largest garbage bin).

Probably an exception
