well, we could always let the property holders acquire and defend their own property without law, by hiring armed men to enforce their will and protect their goods, as well as keep the population under control. that worked pretty well in the middle ages, it was called "feudalism". the goons and thugs who ran the show were called "the nobility".
as governments become weaker and power migrates to large corporations, we may be seeing a lot more of this; corporate feudalism, along with mafia families, criminal cartels, street gangs, warlords, and private militias (mercenary "security consultants" a la blackhawk) taking over some of the traditional coercive functions of government. in practice, they would all be indistinguishable from one another: the logical and inevitable end result of decentralization and privatization. it's what always arises naturally after an empire falls. think of it as government by motorcycle gang.
all the elements are in place now. all we need is a breakdown in centralized authority, a little chaos in the streets, and the population will demand it.
