This statement has a number of flaws. The only alternative to totalitarianism is not feudalism. Fascism is not "decentralized," even in its pure form. You act like fascism developing a "dominant state" is an aberration. Look up a definition.
Organization of complex systems does not automatically imply a need for government force. This is a lie the Left has been selling for years. Anybody who has worked in technology should know this.
I'm not even going to try to bring political philosophy into this, but it's worth pointing out that the United States ran a complex technological civilization, with high standards of living, progress, and economic growth, with a government much smaller and less all-inclusively powerful than it is now. And this in my own lifetime.
"...power and wealth from becoming too concentrated in a few hands..." Think about that one for a while, and then tell me where we stand in this country today on both scales. I'm not sure I can remember the last time a billionaire told me how I was going to live, or else.
Again, look at the history of the past century and tell me the worst abuses were from plutocracies.
