For some unfathomable reason Uncle Eddie has a perverse attraction to Dan Goldin. Go figure. As someone quite familiar with the role of top management, I can say that Goldin has failed in that regard. Admittedly, he has a formidable task exacerbated by politics. But this is not the reason I rate him as a failure. A major failure was that he utterly failed to use his organizational management structure to deliver a clear meaasge as to what in detail his FBC philosophy meant. The post-mortem reviews showed that middle and upper level NASA lab and contractor management were clueless about FBC other than as a slogan, which alas, was all it was.
I'll leave his culpatory role in the ISS fiasco untouched this time.
No, I do not explicitly blame him for not "fighting to get a bigger NASA budget" in public. Beyond his scope of control. The policy to reduce NASA's budget 7 years running while at the same time vastly increasing other govt spending was set by the Clinton administration.
