Dead wrong.
You are being deliberately disengenuous in that the program's stated objective was flight testing. Before it ran way over budget, this pig ran way over weight. Had it ever flown it would have failed the major program objective of hypersonic flight test of the heat shield, etc. Never mind that yet again the aerospike engines were not flight tested.
In fact, the entire array of X programs under Goldin has been a story of failure to fly with one program exception.
