I think Bowser is the Anarchist described in "Return of the Primitive: The Anti-Industrial Revolution".

The answer is he wants both...because that will tie the hands of society to the point where problem can't be dealt with and anarchy reigns supreme.

Bowser may be a graduate of the Berkley School of Canine Obedience.
