Re: I understand this, Mary Anne, but . . .

<Currently, we do have to wait until a crime is committed before charging someone with committing a crime. Only after a crime has been committed can a suspect be arrested.

These men were being investigated on suspicion of (I'm guessing here) criminal conspiracy, interstate transport of dangerous materials, and possibly reckless endangerment. Those are real crimes. It's very telling that they were detained for questioning, not arrested, but were put in handcuffs anyway.

This is not a matter of a crimeless offense. They were pulled over for jumping a toll. They were held under suspicion of another crime that needed to be investigated. That crime was conspiring to commit a terrorist act. The investigation showed this not to be the case, and they were duly released. They were handcuffed and separated to psychologically take them down a peg. This is how a proper interrogation is run, and the method is effective.

It was sloppy. The police need to consult their DA -- extensively -- and then they need to consult their PD's office, and then they need training. Lots and lots of it.

Nope. It was letter-perfect. The dogs reacted to the vehicle(s) (this was your missing police warrant), and the bomb squad was called in.
