Tom, you can tinker with the idea all you want, add a graduated price list, whatever...but you're still putting the government up for sale.
The wealthy are no more likely to put the common good ahead of their personal desires than the poor. Money doesn't confer wisdom, broad vision, or better judgment (you may think Barbra Streisand is an idiot, but she's a wealthy idiot, which is why politicians listen to her--all wealth isn't in the hands of Rightists). All you'll accomplish is to found a plutocracy and destroy democracy; all you'll do is shift power into a smaller number of hands. That is not the form of government the Founders envisioned.
