The U.N. record of finding WMDs (including Iraq's previous two nuclear programs, Iran's current one, the North Korea fiasco, the Pakistan nuke ring, and Libya's previously unknown WMDs) has not been stellar.
The U.N. has successfully disarmed only nations that cooperated fully, like South Africa. By no stretch of the imagination could Iraq have been described as a willing partner in its disarmament over the past ten years.
In any case, both Kay and Duelfer have documented that Saddam had many items hidden from the U.N. in direct violation of the resolutions (primarily its missile program), and a lot of plans for restarting WMD programs again once the heat was off.

If so, it would have been a near-first.
