re: Speaking of Rwanda v Iraq

10 Belgian soldiers were executed in Rwanda; as a result, Belgium withdrew from the country and couldn't prevent the genocide of a war Belgium did not start. Because of the failure of preventing, our prime minister, Verhofstadt, apologized.

The Belgian prime minister, Guy Verhofstadt, apologized for his country’s failures during the genocide. Belgium had withdrawn its peacekeeping troops after ten of its paratroopers were tortured and killed.

Bush started, unprovoked, the second war in Iraq , causing complete chaos in the country and raising terrorism activity in an unprecedented level.
Did Bush apologize for it?
