This is a primary problem with the United Nations, too.

My personal opinion is that the concept of the U.N. was irreparably poisoned when the Soviet Union became a central part of it. How could it have any moral authority after that? To be fair, I don't think there was really any choice about letting the USSR in after WWII.

Either the U.N. (and auxiliary international concepts like the ICC) needs to be drastically reformed, or more plausibly, some new organization (maybe based on NATO) needs to be created from the ground up.
