Don't ask me, Larry- I just denounced the darn thing. Ask someone who supports it.

For AN ICC like entity to work, they would have to be entirely indep. from the UN and not beholden to it in any way for enforcement, funding, legal justification or etc. Obviously, the UN would have to be accountable to its rulings.
