The UN is ashamed that the world can't help but laugh at Sadam and the Bathist's complete and total defeat which was best epitomized by the placing of women's panties on the heads of terrorists...

Death and torture in Africa isn't funny, so the UN chooses to look the other way rather than face the horrible reality of the UN's powerlessness to stop true evil when it sees it.
