Genetic engineering of people will not be driven by a single authority. I see it being driven mainly by market forces for the general population with specialty breeds being created by various researchers and research organizations. There are probably many hundreds (maybe thousands) of geneticists that have desires to "play god" if given the technology, and I doubt many of them have the exact same definition of perfection. The genetic revolution will not lead to a single strain but will produce many different offspring.
