It's all about law
For some nations whose law is Sharia, and whose governmental leaders are clerics and ayatollahs, the laws of other lands come secondary to Islam. This is true even for those who immigrate to these lands or are the children of immigrants.
Few other nations or religions make it permissable to violate other nations laws. Fundamental Islam encourages and sometimes demands it.
That's why expecting legal solutions to solve the Islam problem is somewhat ill-advised and not thought out.
