While it was in poor taste, Freedom of the Press permits it.
In every free country, it is perfectly legal to make fun of anybody, anytime, anywhere, in print or in other media. The offended Muslims must try to understand that governments in free countries do not control the media therein and have no power to censor them. Protesting to governments is therefore futlie.
If they wish to take action, they can stage demonstrations and boycott the offending newpapers and their advertisers. That is about all that they can do within the limits of Freedom of the Press.
