My dad was a pollution control wizard for Pillsbury for many years. He told me that the standards were often such that the water pumped back into rivers was much cleaner than the river was, sometimes with toxic effect on the life in the river.
Sometimes the guys who make the rules aren't the ones who know all that much about these things.
If the U.S. was smart, we'd be breaking ground on about a dozen nuclear power plants right now, or at least fast-tracking the research and licensing. That doesn't even count replacing older plants. When the fewmets hit the fan on oil and gas supplies, it's going to be too late.
Even if there was absolutely no CO2 issue, there are still good reasons for weaning ourselves off hydrocarbons, and solar cells in the back yard aren't going to do the job by themselves.
