That's just another excuse to co-opt astronomers to defend the effort.
If you want to see the Milky Way...just come on out to Arizona again. Go out to the desert where no one lives and enjoy it. It's that simple.
And there are far more places to enjoy darkness if one is so inclined. If you like astronomy...and I know you do...work on inventing solar powered, remote control telescopes that wirelessly send image data to astronomy groups in bright cities.
Look at all the darkness Raoul:
Look at Africa, China, South America and Australia. Surely an entrepreneurial approach to getting scopes set up which can be activated by a cell phone call would make astronomy INFINITELY more enjoyable and allow clubs to tap the different portions of the sky in true darkness. Poor folks and poor governments in these dark countries would probably be only too happy to set a telescope on their plot of land for a small fee.
The scopes costs could be shared by several organizations who could enjoy it at different times. Simple maintenance could be performed for these groups.
Then it would matter if you lived in the middle of times square - astronomers and groups could enjoy the night sky from their own home via computer and a cell phone.
I live close enough to total darkness regions that I can enjoy the sky. This works far better than trying to turn back the clock on growing cities.
