Even the word darkness has a bad connotation, in every language and it's a constant fight to have its value recognized.
We're not many, here, who seem to appreciate dark skies, which is quite astonishing coming from people who're supposedly interested in space....:-((
Yes, there are plenty of ways to dim lights, the first having all the light aimed downwards. Then, lots of savings can be done by turning lights off between midnight and 5 AM, at least where there's nobody walking anyway.
Thieves also need light to move and any source of light is immediately spotted in a dark area.
The point is: we're not after darkness for the sake of darkness but because it's the only way to increase the size of the iris and let very faint objects in our field of view. These very faint objects are part of our universe, of who, where, what we are and the public must be aware of those things.
There is a common struggle with naturalists and it saves money while not contributing to more tafic accidents or crimes. It's a win win situation.
