Are you saying that clean water and a house are innate and basic rights?

I think you need to look up the term innate. Basic Human rights are those things which are not given by others, but are inherrent to us as individuals. Rights can not be given by others, for if they are, then those being forced to give them are then being oppressed. It's a simple and straightforward concept.

Clean water, housing and education are no more a right than heat in the winter or cool air in the Summer. No more a right than owning an automobile or a clock to keep time. All of those things are merely byproducts produced from living in a society advanced enough to produce them. It's like a Neanderthal saying that his clan owed him a fire, spear, and fur.
